The HKDAE’s Use of English test, a requirement for university admission and some government positions, also saw a drop in passing rates for students who passed syllabus A. The change was attributed to the difficulty of the new writing paper and the increased emphasis on independent thinking, compared to the rote learning of old-style examinations.
